Senior HSE Engineer (Policies & Procedures)

Basic Function:
• The senior HSE engineer is a strategic role within the VP HSE organization reporting directly to the company HSE system manager.
• The position has a key role in the development and maintenance of a fit-for-purpose company HSE management system with particular focus on assurance.
• The position will also be the custodian for several company HSEMS sub-elements.
• The position will be responsible for the day-to-day planning and coordination of HSE compliance and assurance activities in accordance with assigned responsibilities and established performance targets.
Worked Performed:
• Developing an assurance program which evaluates and promotes compliance with company's HSE requirements as well as with ADNOC COPs and other applicable international, federal and local laws, rules and regulations.
• Ensuring that the company assurance program covers contractor activities as well as company activities and working with contractors to company audit requirements are understood and met.
• Ensuring the company standard on HSE audits is implemented and that the standard is reviewed and updated on a regular basis.
• Developing and implementing the five (5) year audit plan.
• Planning company audits and ensuring they are carried out in accordance with the company standards on HSE audits.
• Serving as a lead auditor for company audits and overseeing audit teams.
• Ensuring an adequate number of approved company auditors are available to serve on audit teams.
• Maintaining the register of approved auditors and ensuring auditors meet competency requirements.
• Reviewing audit reports prior to delivery to auditees and overseeing the audit reporting process.
• Developing a program for managing non-conformances/potential non-conformances and the development of corrective and preventive actions.
• To include tracking audit findings through to closure and communicating lessons learned throughout the company and if deemed appropriate to other group of companies.
• Developing and implementing a methodology to ensure that lessons learned through the audit process are incorporated into the company HSEMS in order to drive continual improvement.
• Developing other modes of assurance outside of the formal audit program (e.g. self assessment tools, etc.).
• Assisting the HSE systems department in ensuring that company HSE requirements are written in an auditable manner.
• Developing and rolling out HSE audit protocols in support of company standards and other audit criteria.
• Maintaining a complete and accurate company HSE legal register and assessing legal compliances as part of the company assurance program.
• Ensuring compliance with company's HSE requirements and regulations and all relevant legislation and statutory requirements including all laws, rules and regulations of the government of the Emirate of Abu Dhabi and the UAE.
• Participating in incident control duties during major accident emergencies or drills when requested.
• Provide input to the annual HSEMS management review.
• Supporting the assurance requirements as part of HSEMS certification (ISO 14001/OHSAS 18001).
• Mentoring, coaching and developing competencies of junior staff.
• Actively supporting the development and realization of a positive, value-centered HSE culture, shared by our contractors and focused on HSE excellence.
Minimum Requirements:
• A Bachelor or Master of Science Degree in Safety, Health, Environmental, Technical, Scientific or related Engineering Field from an accredited University.
• Minimum of 10 years general HSE experience and 5 years of relevant compliance/audit/assurance experience, preferably in the oil and gas industry or as a consultant to the oil and gas industry.
• Experience on large-scale oil and gas and petrochemical capital projects preferred.
• Has clearly demonstrated strong HSEMS competencies particularly around compliance, audit and assurance.
• Has operated effectively within a multicultural environment preferably within the UAE.
• Demonstrated interpersonal/teambuilding skills.
• Strong leadership skills.
• Strong written English and oral communication skills.
