Shutdown Planning Coordinator

Basic Function:
• Develop an Integrated Plan for shutdowns including the development of shutdown master plans while coordinating all tasks with relevant departments and provide effective coordination for all shutdown tasks with concerned departments/ contractors in order to facilitate effective planning, preparations and execution of Shutdowns as per set procedures and SdMS guidelines as well as provide execution feasibility assurance of all shutdowns in the Plant.
Main Accountabilities:
Supervision
• Plan, supervise and coordinate all activities in the assigned area to meet functional objectives
• Train and develop the assigned staff on relevant skills to enable them to become proficient on the job and deliver the respective section objectives
Policies, Processes, Systems, Procedures, and Controls
• Implement approved Section policies, processes, systems, standards and procedures in order to support execution of Section's work programs in line with Company and International standards
• Comply with all applicable legislation and legal regulations
Budgets
• Provide input for preparation of the Department budgets and assist in the implementation of the approved Budget and work plans to deliver Section objectives
• Investigate and highlight any significant variances to support effective performance and cost control
Performance Management
• Contribute to the achievement of the approved Performance Objectives for the Section in line with the Company Performance framework
Innovation and Continuous Improvement
• Design and implement new tools and techniques to improve the quality and efficiency of operational processes
• Identify improvements in internal processes against best practices in pursuit of greater efficiency in line with ISO standards in order to define intelligent solutions for issues confronting the function
Health, Safety and Environment (HSE) and Sustainability
• Comply with relevant HSE policies, procedures & controls and applicable legislation and sustainability guidelines in line with international standards, best practices and Company Code of Practices
Reports
• Provide inputs to prepare Section MIS and progress reports for Company Management.
Specific Accountabilities:
• Develop scope for shutdown activities, as required by requesting & receiving work lists from all sections and run Shutdown work list from MAXIMO.
• Organize scope challenge meetings with internal & external participants to ensure the work scope is fully defined, optimized, plan able and approval of all stakeholders.
• Develop the Tender documents for the shutdown main contract and liaise with planning section to raise the contract request in MAXIMO.
• Develop main job list for shutdown activities, as required by requesting & receiving work lists from all sections and run Shutdown work list from MAXIMO.
• Review and finalize Method statements of various activities, Risk assessments, rigging studies, ITPs prior to shut down.
• Assist in development/ implementation of contract strategy for outsourcing shutdown related services through contracts/ Service Work Orders and prepare/compile all required tender documents for processing and timely award of contracts/ Service work Orders.
• Supports the facilities contracting strategies by performing pre-bid job walks, answering scope questions, addressing contractor logistical requirements, defining areas of responsibilities, and acting as the point of contact between contractors and Company.
• Coordinate with all relevant disciplines (Operations, Inspection, Area/Central maintenance, Process Engineering, Plant/Major Projects, etc.) to define and vet detailed work scope, resource estimates, manpower requirements used to build shutdown schedules.
• Coordinate and Conduct Shutdown Readiness Review meetings.
• Coordinate for timely arrangement of specialized and Vendor Services required for inspection during shutdowns.
• Coordinates with multiple functions (operations, inspection, process engineering, projects, reliability, etc.) to define and vet detailed work scope, resource estimates, manpower requirements used to build shutdown schedules.
• Conduct the post implementation meeting (Post Shutdown Review) & lesson learnt.
• Resolves schedule logic issues developed as a result of execution progress updates and Generates schedule analysis reports to report performance against plans.
• Review work packs prepared by the non-maintenance sections and shutdown Contractor to ensure consistency in terms of sequence and integration. Issue early enough, an integrated plan with the manpower requirement for the shutdown.
• Coordinate daily shutdown meetings and assist in timely actions to ensure targets and objectives
• are met.
• Coordinate and ensure closure of all post shutdown activities including close-out reports and critique session.
• Populate and track Plan To Plan in accordance with Shutdown Management System (SdMS) and Report concerns issues to Shutdown Manager for timely action.
• Optimal and effective use of Shutdown Management system with consistent best practices approach and continuous improvement.
• Monitoring preparation, progress and information feedback to the shutdown manager.
• Coordinate for compliance of ISO 9001:2008 program within section.
• Provide relevant inputs and complete all the requirements resulted from Internal and external Audits for ISO 9001 Implementation.
Minimum Requirements:
• Bachelors / Diploma Degree in Mechanical Engineering relevant field.
• 5 or more years of relevant experience in coordination of shutdown implementation progress reports and activities within a large industrial organization, preferably in the Oil and Gas industry .
• Good working knowledge in analysis of shutdown storage requirements, review lay-down and temporary working facilities.
• Knowledge of HSE procedures & practices.
• Planning and Organising, Scheduling and Co-ordinating, Checking, Examining and Recording.
