Basic Function:
• To manage the activities of the HSE department for the plant in order to ensure that the HSE management system is effectively implemented and applied in all plant facilities.
• To manage fire section to ensure quick and optimal response in case of a plant emergency and protection of personnel, environment and company assets.
Worked Performed:
• To manage the department in executing the long term business and yearly operational plans to provide the required contribution to the achievement of the division's and company's objectives.
• To communicate company's and department's objectives and business context to ensure alignment and common understanding of the objectives.
• To delegate and supervise the implementation of performance objectives for the department based on single point accountabilities as well as to establish monitoring mechanisms in order to ensure that these objectives are delivered.
• To manage the budgets, tools and human resource s of the department to achieve the objectives in an effective and cost-conscious manner.
• To identify gaps in staff competencies and to pursue opportunities to develop them by coordinating with the departments of the human capability division to establish a component workforce driving for improvement with special attention to UAE nationals and to support company in achieving the Emiratization targets.
• To coordinate the input to the development and maintenance of the company HSE policy, objectives, standards, procedures and guidance in the plant in line with ADNOC group policies to adequately address company operations site specifics and to provide the basis for safe and environmentally friendly operations.
• To manage the provision of HSE advice, expertise and training (where appropriate) including fire to enable plant personnel and contractors to comply with the requirements of the company HSE MS and develop competencies required for sound HSE performance.
• To manage fire section and act as an emergency response controller to ensure quick and optimal response in case of a plant emergency and protection of personnel, environment and company assets.
• To ensure training programs and the development of fire prevention, emergency preparedness/procedures and ensure implementation and compliance to appropriate preventive measures and procedures to minimize and control any potential fire risks.
• To facilitate the identification and evaluation of HSE hazards/risks for all site activities, products and services and to advice on site-specific controls to manage and reduce these risks.
• To manage the development of the annual HSE plan for the plant to support activities to safeguard the integrity of assets to manage changes from an HSE perspective (including plant modification) and to supervise the development and maintenance of emergency response measures in order to ensure the appropriate prevention and mitigation of HSE impacts.
• To direct and ensure the inventory management of fire and emergency equipment, consumables, chemicals and spare parts and ensure timely replenishment of stock to fulfill safety standards.
• To lead HSE targets for the plant to coordinate the monitoring and reporting of HSE performance (including incident reporting), to ensure proper investigation of incidents and to effectively communicate the lessons learned to ensure the availability of timely feedback on adherence to HSE policy and progression towards long-term goals and to coordinate effective corrective and preventive measures.
• To direct and manage the development of the HSE audit program for the plant and the execution of required audits to obtain objective review and verification of the effectiveness of the HSE MS and information for remedial action planning.
• In coordination with the HSE division to support the management review of company HSE MS in the plant to ensure continuous improvement in HSE performance.
Minimum Requirements:
• Bachelor Degree in Science/Engineering or equivalent with additional professional qualifications in HSE and fire and safety management systems.
• 12 or above years experience in health, safety and environment and fire services in hydrocarbon processing plant of which 6 years should be in a supervisory capacity, 5 years in gas plant or refinery operations.
• Working knowledge in health, safety and environment management systems, environmental discharges, incident command system, incident investigation by using tripod beta tool, HSE auditing techniques, HEMP, radiological safety, industrial hygiene and gas dispersion modelling, explosion indices and ISO 14001:2004 and OHSAS 18001.
• UAE driving license.
• Good knowledge of English.
