Projects Manager

Basic Function:
• Manages and leads single assigned major or small projects for Company and other Group Companies from inception phase to completion and supervises the work of licensors, design consultants and contractors ensuring that they fully meet contract requirements, quality, health, safety and environmental policy requirements, in addition to maintaining schedule and approved budget limit. Total capital value of civil projects exceeds Dhs. 11 billion. Annual expenditure on such projects is approx. Dhs. 2 billion.
Worked Performed:
• Functions as the Project Manager of a small to major Design and Construction Projects, covering all phases from inception to completion.
• Ensures the preparation and implementation of detailed plans for the assigned project in order to achieve the Company agreed objectives.
• Leads and motivates the Project Management Team ensuring effective implementation of agreed project plans and objectives.
• Ensures the necessary training of project staff to optimize their potential and remain up-to-date in technological development.
• Leads, directs and controls the Project Management Team and participates in the verification of •bidders list, pre-qualification evaluation, tender technical evaluation, development of tenders/enquiries, selection of design consultants, management assistance and construction contractors.
• Manages, directs, supervises and controls the quality and progress of work performed by licensors, Design Consultants and Construction Contractors. Ensures Company policies for technical, safety, quality and environment are correctly addressed and implemented. Identifies any bottlenecks and recommends corrective action to ensure smooth and timely completion of each project at optimum cost.
• Ensures the quality of material/equipment and the ultimate product as per contract requirements and specifications.
• Ensures proper coordination between Company and Consultant/Contractor and other agencies involved in the projects to ensure quality, safety, cost and progress are maintained.
• Reviews and recommends the development of cost estimates and schedules for Management endorsement/approval.
• Monitors the implementation of the total budget, schedule and quality at various stages of the project execution to ensure adherence to the overall approved plan.
• Establishes organization for the project, including manpower utilization and mobilization of Project Management Consultant and Third Party Inspection Services. Leads, motivates, reviews and monitors the performance of the teams staffed with specialists within the Project Management Team to ensure the effective implementation of the agreed plan.
• Performs Certification of design Consultants and Contractors invoices including Milestone Certificates and endorsement of Provisional and Final Acceptance Certification.
• Coordinates preparation of tender documentation and contracts documentation.
• Reviews and analyses change requests, variations, claims and endorses recommendations to management for settling of variations/claims.
• Ensures that the design Consultants and Contractors submit the required documentation in the specified format including the projects close-out report. Ensures that projects are executed in a safe manner and contractors adhere to approved Company procedures.
• Coordinates with other Department within the Civil Projects Division to ensure the preparation of annual overall work programme and Projects plan.
• Conducts regular weekly and monthly meetings with Consultants, Contractors and Project Management Consultants to ensure that the work plan is achieved in accordance with the approved schedule and agreement.
• Responsible for achieving the Project objectives and key performance indicators established for Projects.
• Performs other similar or related duties, as assigned.
HSE Responsibility:
• Implements Civil Projects Division HSE Policy and 'HSE Management System within the area of responsibility.
• Forms, administers and leads HSE Committees to evaluate and recommend ways and means to improve the effectiveness of the Policy.
• Defines clear objectives of Project Management Team members, sets objectives, provides adequate resources and prepares regular reports to Senior Projects Manager.
• Implements Comprehensive Emergency Plans and ensures its effectiveness at site.
• Responds to accidents and major incidents and ensures prompt and thorough investigation.
• Ensures that each Project Management Team member is evaluated on his performance with respect to HSE aspects.
• Disseminates HSE lessons learned to all employees.
• Ensures that policy and procedures are clearly understood by all and fosters an understanding in all staff that HSE is an integral element of efficient business management and contributes to the operations efficiency, productivity and profitability for the organization by reducing accidents, damage and financial loss.
• Sets a personal example at the site for HSE matters.
Supervisory Responsibility:
• Manages, leads and supervises Project Management Consultant and Third Party Inspection
• Services members. Typically a Project team can comprise at least 20 to 50 highly qualified and professionally experienced Project Management Consultant and specialist engineers. The Project Management Consultant team, dependent on the size of the project, may include Construction/Design Manager, Senior Project Engineers, Project Engineers, QA/QC Engineers, Planning Engineers and specialist engineers of all disciplines.
Minimum Requirements:
• Bachelor Degree in an Engineering Discipline (Architectural or Civil/Structural).
• 10 years' experience including minimum of 6 years in building industry in design, project management and construction with 3 years in a senior management level.
• Proven communication and management skills.
• Good knowledge of English and Arabic.
