HSE Programs Specialist

Basic Function:
• The Senior HSE Programs Specialist is a key role within the Company HSE Division, reporting directly to the Corporate HSE Systems Manager and providing (HSE) advice, guidance and support to the Company organization.
• The primary function of this role is to coordinate the overall planning, design and quality assurance of Company-wide HSE programs and campaigns to support the development of a strong safety culture to drive delivery of HSE excellence across the business.
• The role will also provide technical support and oversight for the development and implementation of Division / Asset specific HSE programs to ensure alignment and consistency in HSE delivery and outcomes.
Worked Performed:
• Develop and support implementation of a Company-wide HSE multi-program roadmap to enable the business to achieve an incident and injury free workplace for staff and contractors.
• Lead the design and implementation of effective behavioral based safety programs and tools to support the development of a strong HSE culture that is shared by our contractors.
• Act as the Company focal point (subject matter expert) for behavioral based safety and safety culture development activities.
• Provide group and individual coaching support to management and supervisors to increase internal capabilities and personal ownership in safety leadership.
• Engage with employees and contractors to build a good understanding of how corporate intent and culture is penetrating the frontline workforce and identify improvement opportunities.
• Input to the setting of Corporate HSE objectives, targets and key performance indicators.
• Input to the development of the 1-year and 5-year plans and budgets (as part of the overall HSE and corporate planning processes) to ensure that systems and programs are developed in support of the requirements as detailed herein and their progress monitored.
• Input to the development and implementation of HSE programs and campaigns by the various Company Divisions to ensure alignment and consistency with Corporate HSE expectations.
• Provide technical support to the Human Resources department in the development, implementation and assurance of HSE learning, development and competence processes.
• Mentor and coach junior HSE staff to develop functional excellence.
• Coordinate and control internal and external Corporate HSE Communications on behalf of the VPHSE and Corporate HSE Systems Manager.
• Input to the development and maintenance of the HSE Division intranet page.
• Implement personal development and performance management processes for all direct reports in accordance with Company HR policies and procedures.
• Input to the annual HSE Management Reviews.
Minimum Requirements:
• A Bachelor's or Master of Science degree in safety, health, environmental, technical, scientific, or related engineering field from an accredited university with minimum ten (10) years of relevant experience in the oil/gas industry.
• Prior experience working as part of a corporate HSE organization supporting multiple business units/ assets within a large-scale sour oil/gas ventures.
• Demonstrable capabilities in coordinating the development and implementation of safety culture and behavioral based safety programs for large and culturally diverse organizations.
• Good knowledge of existing safety culture and behavioral based safety models, programs and best practices applied within the global oil and gas industry.
• Previous experience operating within a diverse and multi-cultural environment, preferably within the UAE. Prior work in ADNOC OPCOs at Corporate level is a distinct advantage.
• High level of emotional competence and effective relationship building skills.
• Advanced communication skills, with the ability to present effectively at all levels of the organization.
