Basic Function:

Directs and supervises the assigned personnel engaged in the preparation of the company Original Budget and subsequent revisions and the maintenance of the company's records related to statutory accounting and corporate cost and budgetary control. Supervises the preparation of the monthly, quarterly and annual reports for shareholders and Associated Ventures. 
Lead the Budget discussions with various levels of the company management and arrange for presentation reports to senior management, Shareholders, Technical Committee and Financial Committee. 
Provides professional advice on the interpretation and maintenance of the company Accounting Guide and Associated ventures guides. 
Supervises the maintenance of the Shareholders Fixed Assets Register and Depreciation calculation as well as the Internal and External Auditors exercises, review findings and follow-up action plans.

Worked Performed: 

Directs and supervises the activities of assigned personnel in the Cost & Budget Team. Performs supervisory functions and exercises financial authorities at the level established by the management for the position.
Endorses and supervises the timely issue, of all coding allocations prepared by various Business Units Controllers, control various corporate cost reports and review with Business Units controllers variances highlighted via the budgetary Control Mechanism.
Supervises the Company re-allocation programmes covering operating cost and use of assets (U0A) in line with shareholders accounting guide and ventures agreements. The exercise is conducted for both the budget estimates and actual costs six times a year.
Supervises the preparation of quarterly and final accounts and underlying schedules and subsidiary reports and statements for both the Joint Venture and Company Sole Risk and issue of billing statements as per company Accounting Guide Service Agreements.
Provides advice on the preparation and compilation of the annual Master Budget and subsequent revisions processes, including equitable cost and UOA sharing as per shareholders / ventures agreements accounting guides and consolidation of budget summaries for presentation to Shareholders / Fl NCO.
Aligns the operating and capital costs activities to properly reflect Company's business requirements and Accounting Guide Classifications.
Monitors actual operating and capital costs against budget and agrees with Business Units Financial Controllers action to be taken to rectify variances. Controls and endorses the collection of data required to support cost reallocation from various Business Units.
Supervises timely consolidation / update and production of Company Fixed Assets register for new and existing projects to be issued to Shareholders and Divisional Managers. Reviews and ascertains Fixed Assets and Depreciation schedules prior to issuing to Shareholders. Provides necessary Fixed Assets additions / deletions and information for insurance coverage purpose.
Coordinates and controls the Capital commitment and Expenditure to Shareholders / Management on the progress of all capital and major Maintenance works such as plants, equipment, etc. by reviewing related financial statements / authorization for expenditure as per approved Capital Budget and alerts Asset Units of any unbudgeted capital items.
Knows the company's health, safety and environment policy, procedures, regulations and objectives as they relate to his area of responsibility and ensure that they are effectively implemented in his domain.
Supervises other related duties as assigned by Supervisor such as verify Budget Requests, AFEs, Shareholders / SPC Oil Royalty Accounting. Liaising with External 1 Internal Auditors for conducting reviews and discussing findings. Preparing Adhoc Reports for management and other Associated Ventures. Giving professional advice on accounting guides polices for new / revised Associated Ventures Agreements.

Minimum Requirements:

Bachelor degree in Accounting / Finance with appropriate Membership of Certified Professional Body (ACCA, CPA, ACA or equivalent).
10 - 12 years experience in finance and accounting in a large industry with at least 4 years in the oil industry including exploration, project and production accounting.
Very good knowledge of English.

Senior Accountant Treasury & Cash

Basic Function:

Transactional responsibility for the activities of Treasury Section. 
Maintain control all cash/bank transactions, and reconciles cash and bank ledgers, preparation of short term cash flow forecasts, Cash calls, Payment Runs, buying and selling for currencies and various cash Management functions.

Worked Performed:

Operates the Company's bank accounts ensuring effective cash management and compliance with the Company's regulations governing credit limits and risks.
Maintain the reconciliation of the Company records with bank statements on regular basis, and ensures all outstanding items are resolved with the banks concerned with regular follow up.
Maintenance and recording of foreign exchange transaction. Coordination with bank on foreign exchange rates and their maintenance in the company ERP system
Buying  and  selling  of  foreign  currencies to  ensure  economical  rates  to  meet  the  cash requirements of foreign currencies.
Obtains information from various sources to compile monthly and annual cash-flow forecast, with assistance on developing cash call to Joint Venture Partners.  Regularly monitors  cash flow forecast in  order  to  update  and analyses variance between forecast and actual performance.
Operates Company Impress  Accounts (petty cash funds) being  administered by  Finance Division  and  other divisions of the Company such as general services, human resources, and public relations, etc.
Administers the preparation of monthly Cash Calls to ensure adequate funds are available to meet day to day demand and ensure optimal level of cash available.
Initiate Payment  Runs/batch  relating  to payments  to  Vendors  and employees in addition to payments relating to off-cycle and monthly Payroll payments.
Co-ordinate with account payable for ensuring availability of necessary funds for monthly payment cycles
Maintains all Company received and issued bank guarantees, performance bonds  and/or advance payment guarantees and initiates the required register of control. Monitors timely extension and release of bank guarantees.
Ensures availability of all data relating to monthly treasury report and management report.
Performs other related or similar duties as assigned.
Provides opportunities for training and development of employees under his direction (with emphasis on UAE Nationals) and assesses their progress, this includes on-the-job  training, counseling and proper work delegation.

Minimum Requirements:

Bachelor in Accountancy or equivalent with a Professional certificate.
6 years’ experience in accounting work preferably related to computerized accounting systems in large organization.
Good knowledge of written and spoken English.

Plans and executes audit and related assignments in the process and operations area in accordance with the approved Internal Audit work plan.
Performs audit reviews of risk management processes, systems, internal controls and corporate governance to independently assess adequacy and effectiveness and suggest improvements.

Worked Performed:

Provides input to the development of the Internal Audit work plan, by assessing and prioritizing risks both within individual business areas and at corporate level, to ensure that audit efforts and resources are focused on areas of higher risk along with addressing concerns and requirements of Management and Audit Committee.
Plans and performs detailed audit fieldwork in accordance with approved internal audit process covering audit scope, program, resources and audit techniques and documents results of detailed audit field work conducted:

Analyses and assesses audit risks and findings, ensures adequacy of underlying evidences and working paper files obtained, develops appropriate and practical recommendations and discusses with the Team Leader and the auditee divisions.
Prepares Internal Audit Reports summarizing audit field work conducted, audit risks and issues reported, recommendations suggested and submits to the T/L and MIA for review.
Coordinates with external auditors and with external audit firms on outsourced audits.
Conducts regular follow-up exercises to review and report the status of implementation of agreed recommendations suggested in the prior audits (with reporting to Management).
Coordinates with and supports Divisions and Business Units on development, and improvement of internal controls and implementation of agreed best practices in order to mitigate risks.
Administers, updates and analyses database of audit findings for follow-up of action plans resulting from internal Audit recommendations.
Trains and leads junior auditors including UAE nationals being developed under CAMS and reviews their works.
Maintains sufficient general knowledge of overall company procedures, policies and objectives in order to more efficiently identify potential risk areas.
Conducts work in accordance with existing HSE policies and any other relevant Company Policies and practices.

Minimum Requirements:
Bachelor Degree in Business, Accounting, Finance, Commerce, or equivalent professional qualification (such as Chartered Accountant, Certified Public Accountant, Association of II Certified Chartered Accountant, Certified Internal Auditor, Certified Information System Accountant or equivalent).
4 - 6 years in audit function, of which at least one year in oil industry.
Must be able to adapt to assignments of non-routine and non-repetitive nature in different business activities.
Very good knowledge of Spoken and Written English.

Participates in planning and performs routine internal audit reviews of Company’s financial and non-financial operations and business activities in accordance with the annual plan. This includes contributing in planning the audit, conducting field work and presenting written findings and recommendations by evaluating and improving the effectiveness and efficiency of risk management, control and governance processes with the objective of safeguarding Company’s assets. Works under supervision from Senior Internal Auditor and Department and Division Managers.
Participates in integrated audit teams as set up by division manager to carry out integrated risk based audits. 
Assigned audit areas may include company’s strategy setting, strategic plans and objectives, specific organizational units, cross divisional financial, management, IT enabled or technical business processes; major projects; contractors; all company facilities and assets. Carries out the assigned audits in accordance with the Internal Audit Charter and IIA international Standards for the Professional Practice of Internal Auditing. 
Audit planning includes assisting in preparing an audit work program, process understanding document, risk analysis (all types of intrinsic and residual risk) of each area assigned for audit. Discusses RA with supervisor(s)
Field work includes testing the controls, gathering evidence for tests passed or failed and preparation of Working Paper File. 
Assesses alignment of objectives with corporate objectives, mission, vision and values, effectiveness of and compliance with policies, procedures and standards; compares to industry benchmarks and best practices and recommends improvements or enhancements. 
Participates in follow-up of audit items with divisions, budgeting, etc. and participates in peer review and quality control, or in conducting special assignments

Minimum Requirements:

Bachelor’s degree in Business Administration, Auditing, Accountancy or similar.
Relevant Professional qualifications such as CA, ACCA, CPA, preferably CIA are desirable. 
4 years’ experience in Audit and Accounts out of which 4 years of audit experience preferably with big-4. 
Very high level of proficiency in spoken and written English. Report writing and presentations are essential. 
Knowledge of Arabic is a preference. 
Familiarity with Accounting frameworks, Industry, regulatory, and internal audit standards changes. 
Ability to exercise independence and objectivity, ethics and fraud awareness, mature judgment, conflict management/ resolution, problem identification and solution
Understanding the business, familiarity with accounting frameworks, IT/ ICT tools and techniques, oil refining industry knowledge, and use of IA Portal
