Basic Function:

To ensure that commercial strategies for Contracted Services activities are developed and implemented in line with the company and client’s business objectives and achievement of clients satisfaction and maximum commercial effectiveness. 
To establish the team goals and performance standards.
Scope of work includes Handles the larger or more technically complex type of contracts. 
Responsible for establishing effective communication with contract proponents from both Plant and Head Office to ensure clarity of contract work scope, timely bidding and execution of contracts, and smooth contract management and post contract administration following contract award. 
Responsible for ensuring that the Department’s contracting process complies with Company policies and procedures, in particular those pertaining to ethical business conduct procurement and approval authority levels. 
Monitors and administers the contractual, legal and business provisions of awarded contracts. 
Coordinates use of standard engineering procedures and applicability of the same in Contracts Management within the Department. 

Worked Performed:

Ensure development of commercial strategies for contracts and services activities of end – user Responsible to ensure these are in line with the Company’s processes and end user objectives and supervise their implementation.
Provide a pro-active commercial advice and contracts expertise to end user in order to positively influence their commercial portfolios.
Lead the tendering, contracting activities of own team to ensure time and cost-effectiveness, reduction in third party spend and meeting technical, commercial and legal specifications and ensure the Company’s interest are safeguarded and promoted at all times.
Carry out studies to optimize/consolidate Contracts with the objective of achieving cost efficiency. Research, devise and implement optimal work procedures and Contract processes. Advise management on the development of new contracting options and their applicability to Company leading to cost reduction.
Review and verify all submissions to Tender Board, Senior Management and Shareholders pertaining to the outcome of the tenders and ensure that recommendation is based on thorough analysis, transparency and achieving the highest economic value for Company.
Ensure efficient administration of post-award activities until these are concluded satisfactorily. Arrange for Contract close out, Contractor’s Performance Report and the release of Performance Bank Guarantees.
Analyze contractors’ claims against Company and raise Company claims against contractors, coordinate with concerned client, lead the negotiations with contractors and recommend the appropriate settlement for Management approval.

Develop and maintain effective business relationships with Company suppliers and contractors to ensure mutual benefit and fair business practices. Oversee the development of such relationship.
Lead negotiations with bidders, suppliers and contractors to obtain best commercial terms and outcomes and assess their performance for updating the Standard Bidders List.
Ensure comprehensiveness and completeness of documents relating to contracts, monitor adherence to HSE guidelines.
Maintain and administer various contracts and records covering contracts documentation, Bid Bonds, Performance Guarantees, Insurance policies, etc.
Ensure efficient implementation of contract terms, especially with respect to delivery / dispatch to required site, and arrange for sale of material surplus etc. if any.
Guide, direct, train and develop all team members and developees to perform to their best potential and work effectively together as a team. Contribute actively to the Emiritisation process.
Work in line with Company HSE Policy, ensure that subordinates are aware of, and comply with HSE procedures, rules and regulations.

Minimum Requirements:

Bachelor of Science in Engineering or equivalent
8-10 years of relevant experience in procurement, preferably in an oil & gas or petrochemical industry
Strong background in contracts law
Claims and counterclaims specialist. Paralegal experience.
Interpersonal skills, good oral and written communication skills.
Ability to analyse business trends.
Problem solving ability and analytical skills.
Applicable Project Management skills.
Computer literacy in spread sheet, word and computerized purchasing systems.
Excellent communication and interpersonal skills
