Senior Research & Development Coordinator
Location: Abu Dhabi

Worked Performed:

Coordinate and monitors the R&D Gas Sub-Committee and the Gas Research Centre projects plan and ensures that the projects are executed planned.
Prepare annual budgets to include new projects or variations to existing ones.
Coordinates the activities and meetings required to compile and monitor the master business plan.
Compiles and distributes the master business plan in the applicable format.
Monitors and report the performance of the plan throughout the year and advises the R&D management Section accordingly.
Prepares and distributes documentation and arranges the R&D Review meetings and the R&D Projects Technical Committee meetings for both Gas Sub-Committee and Gas Research Centre
Prepares Action Point Review document and distributes it to the appropriate members.
Monitors and assists the R&D Management Section Head in following up the status of the action points between meetings.
Acts as secretary for the R&D Gas Sub-Committee meetings and other R&D Projects Technical Committee meetings.
Receives checks and distributes project related documentation.
Initiates, monitors, coordinates and updates the projects progress, as applicable, and makes appropriate recommendations to the R&D Management Section.
Determines and validates any variations from project plans and initiates timely preventative, remedial or reporting actions to correct such variations. Communicates the results and recommendations for preventive and corrective actions to R&D Management Section.

Minimum Requirements:

7 or above years of experience in Research & Development function preferably within Oil & Gas Industry
Bachelor degree in Engineering, (Process / Mechanical Engineering is preferable).
Project Management Professional Certificate (PMP) is a plus.
Previous experience in Project Planning and Budgeting related to R&D Functions.
Excellent technical writing and presentation skills.
Planning and Organising, Scheduling and Coordinating, Checking, Examining and Recording.

Senior Project Engineer

Basic Function:

To supervise, coordinate and ensure the timely completion of the assigned projects within budget and meeting quality and HSE standards includes review and comments on various stages of project documents.

To ensure that contractor's strategy, plans, specifications, methods and procedures for construction are in accordance with the scope of work, specification etc.
To ensure that State of Art Technology is applied in the selection of equipment, material, systems, work methods, testing etc.
To ensure cost effective solutions and application of value added in the area of construction strategy, plans, specifications, methods and procedure throughout the assigned Project.
To certify Contractors invoices and endorse for payment. Review cost variations and provide recommendation / trends to Management.
To ensure safety of work methods, procedures and installation and review site safety audit plans and lead the team for site safety audit implementation.
To monitor and manage project completion punch list and ensure that all construction and commissioning activities are completed and accepted to allow release of PAC to contractors.

Minimum Requirements:

Bachelor in Chemical, Industrial or Mechanical Engineering or equivalent Experience.
At least 8 years of experience at an operational site Preferably has been involved in implementing new technologies at site, e.g. of vendors 5 years of Project management experience
Affinity with Innovation is essential Expertise in the Gas Processing Area or related technology is preferred.

Basic Function:


Lead a team of Control Engineers in providing DCS and PLC related technical, engineering and troubleshooting support to the Instrument Maintenance Section in order to ensure high reliability of LNG plant operation.

Carry out in-house training of Instrument Maintenance Staff on the DCS and PLC based systems.
Use own initiative for design and implementation of new Minor DCS and PLC changes.
Carry out call-out duties outside working hours for the DCS and PLC sections.
Uses initiatives for DCS and PLC control systems troubleshooting in the Process, Utilities, and Offsite areas of LNG Plant, report back his findings with proposals to prevent problems re-occurrences.
Involves in daily/ weekly meetings with Senior and Lead Instrument Engineers, Operations and E&TSD system Engineers as required.
Follows COMPANY established policies and professional engineering standards.
Occasionally undertakes direct field supervision on Vendor Engineers and special work as required.

Minimum Requirements:

B.Sc in a relevant engineering discipline and preferably a Charter Engineer.
Extensive  specialist  experience  (minimum    15  years  of  instrumentation  preferably  in  a maintenance environment at. engineer level of particular relevance to the DCS (TDC 3000) and PLC systems in petrochemical Industries.
Part of this experience could be on the construction, design and commissioning of DCS & PLC projects.
Good knowledge of spoken and written English, with capability of writing technical reports.

Basic Function:

Performs a variety of process engineering duties in the plant. 
Includes monitoring performance of plants and facilities, preparing daily performance summary and recommending corrective actions to deal with abnormalities.
Coordinates with Operations to conduct Test Runs, tests new chemicals and implements changes in plant operations. 
Provides functional assistance to various plant personnel in test-checking alternatives, diagnosing process and corrosion problems, and preparing technical specifications of operating chemicals and materials. 
Prepares data for new projects and major revamps.

Work Performed:

Prepares daily performance summaries to monitor plant performance. Includes studying laboratory test reports, standard log sheets and other daily operating activities reports and compiling information for supervisor’s review. Highlights abnormalities and advises supervisor on corrective actions for discussions. 
Collects monthly plant production and operating data, evaluates unit efficiencies by relating chemical and energy consumption to plant throughput. Identifies possible trends, prepares reports with comments and submits to supervisor for review.
Monitors equipment and systems performance, identifies potential problems and submits recommendations for appropriate actions such as revising operating modes or conditions, recommending chemical dosing and specifications, rescheduling of required shutdowns initiating chemical cleaning, proposing modifications to existing systems and following up to ensure proper execution. Issues the monthly plant health report. 
Participates in the identification of possible solutions in process problem areas includes analyzing operating reports and discussing problem items with the department concerned. 
Provides functional assistance and analyses the results of special tests from operational units, in order to provide further information for analysis and / or to test check effectiveness of alterations. Involves close monitoring of test runs and close collaboration with the operations department. 
Provides technical services and assistance to other sections such as instrumentation, maintenance, inspection and materials as required. Includes investigating problems associated with process, diagnosing corrosion problems, preparing technical specifications of operating chemicals and other materials and carrying out the technical evaluation of bids for chemicals and catalysts. 
Provides comments on the drawings and P& I (piping and instrumentation) diagrams. Checks the process documentation issued by licensors for consistency. 
Follows up on detailed engineering of new projects, checks design calculations, engineering drawings and specifications and makes comments as appropriate. Participates in HAZOP and HAZAN studies pertaining to proposed modifications, including identifying potential operational and safety related problems and coordinating appropriate solutions. 
Develops computer programmes for process plants monitoring and yield prediction.
Applies computer simulation models and other advanced techniques to achieve optimum plant performance. 
Assists computer support unit in working out process control strategies, systems analysis and modifications. Assists in preparing training programs for new young engineers undergoing on-the-job training by identifying specific training needs. Provides training, guidance and counseling to trainees and developees on their career development. 
Carries out other similar or related duties as assigned, such as maintaining records and files of all process engineering activities, providing day-to-day routine advice to operations personnel on operating parameters and keeping abreast of developments in the field of process engineering.

•    Takes reading of essential instruments to ensure that equipment is operated within the specified parameters and limits. Records and reports serious operational deviations to the supervisor and takes immediate remedial corrective actions.

Work Performed:

Inspects static equipment and piping in process utilities and storage areas, lifting equipment, COMPANY owned gas cylinders, maintenance and capital investment work, either in accordance with predetermined schedule or as/when required, to ensure compliance with standards, codes and specifications. Specifies and witnesses pressure tests on equipment after repair and during start-up, including hydrostatic and pneumatic tests. and certifies gas cylinders. Analyses conditions observed during inspection and provides recommendations for long term remedial action. Work includes on-stream inspection of all operating units and systems
Supervises and participates to the limited extent in non-destructive testing of equipment and piping, including review of preliminary interpretations carried out by subordinates. 
Checks condition of safety relief valves, prescribes repairs as required, and certifies relief pressure setting, including hot setting where needed. 
Carries out on stream inspection of static equipment and piping based on applicable Inspection codes e.g., API 510, 653, and 570. 
Arranges failure investigation, analyses findings to identify cause and submits recommendation for corrective action. Prepares inspection schedule for process units, static equipment and piping based on code requirements. Determines critical equipment and pipelines and defines type and frequency of tests required. 
Reviews material and welding and QA/QC requirements of new projects and modifications.
Prepares turnaround scope of work for maintenance activities based on on-stream and previous equipment history records and the frequency of inspection established.
Determines critical equipment and pipelines and defines type and frequency of tests required. 
Prepares scope of work for maintenance activities related to tanks, marine jetty and painting works. 
Establishes inspection standards, specifications and procedures and modifies existing standards and procedures as necessary. 
Arranges for welding qualifications, reviews welding procedures including stress relieving, heat treatment and QA/QC and certifies qualification tests as required per code. 
Develops painting/coating requirements for pipelines, structures, equipment and tanks and gives recommendation to supervisor about selection of system and procedure for quality control. Inspects paint condition and conducts quality control checks as and when required for painting jobs. 
Coordinates and arranges with the concerned for the scan survey and other inspections of underwater / underground pipelines and structures. Prepares scope of work, carries out award related activities and executes the work related to various specialized NDT and inspection works. 
Prepares engineering specifications for all special materials such as paints, linings, welding electrodes, refractories and updates as required. 
Attends / participates as member in the various technical and / investigation committee/taskforce tender evaluation, coordination meetings with contractors and other sections formed in the Refinery. 
Assists in preparing training programmes for National employees undergoing on-the-job training by identifying specific training needs. Provides training, guidance and counseling to trainees, developees and other subordinates. 
Reviews all the equipment histories and determines the probable mode of failures, frequency of inspection and type of inspection required based on Risk based Inspection. 
Reviews and analyses all the inspection datas and certifies the equipment based on fitness for the purpose requirements. Carries out other similar duties as assigned such as ensuring that inspection data for equipment is properly entered in the Inspection Management Systems and is continuously maintained and updated.
Implements HSE rules and regulations related to inspection activities. Recommends upgrading of material in static equipment and piping. 
Carries out all activities related to procurement of material, coordination with vendors, different sections upto final acceptance of equipment at site. 
Prepares scope of work for all site and shop related third party inspection activities for revamp jobs. 
Carries out liaison with specialized agencies for integrity and life assessment of critical equipment. 
Reviews critical purchase requisitions raised by maintenance related to static equipment for inclusion of QA/QC requirements. Specifies suitable NDT techniques based on process streams and equipment for monitoring / onstream inspection.
Plans and supervises inspection activities during plant / equipment inspection. Plans inventory of critical inspection items required during turnaround.

Minimum Requirements:
B.Sc in Metallurgical or Mechanical engineering.
5 years experience in inspection, corrosion prevention and preferably in Petrochemical or Refinery Industry. 
Good knowledge of written and spoken English. 
Good knowledge of relavent API, ASTM, NACE, ASME and TEMA standards / codes. 
Preferably certified as API 510, 570, 653 Inspector

Monitoring of Equipment

Budget

Participates in preparation of budget estimates for capital and operating requirements.

Prepares technical reports on the condition of buildings specifying problems and submit recommendations to Section Head for the allocation of appropriate charges either for the landlord or company. Includes carrying out negotiations with representatives of owners regarding defects before hiring/surrender/maintenance.
Analyses nature of occupant's complaints and recommends with adequate technical data and drawings, alternatives for maintenance for Section Head's approval.
Coordinates with Civil projects Division regarding all company's new projects form concept design stage, basic and detailed design, testing and commissioning till handing over process.
Prepares technical specifications to enable the development of contracts and tenders. evaluates the provisions of maintenance contracts form the viewpoint of quality, standards and performance of work and submits recommendations to Section Head with justifications. Includes making overall performance rating on contractor's work and certifying work completion/work orders for payment.
Evaluates performance of contractors and gives an overall rating against terms of contracts before endorsement of payment request. Includes visiting Sas Al Nakhl and other offsite locations and workshops to inspect maintenance works executed by contractors.
Participates, when called for, in contract/purchase committee meetings and provides technical evaluation and clarifications. Prepares scope of works and technical specifications to enable Procurement Services Division to develop contracts and issue tenders for annual/long term maintenance/installation requirements.
Assists materials and stores function in the planning for requirements of stock and non-stock items and ensures timely availability of such items and proper consumption.
Ensures that the concerned supervisors/contracts respond to occupant's routine maintenance request. Coordinates contract activities in electrical and mechanical works. Includes attending to major non-routine maintenance and conducting technical studies with recommendations to prevent recurrence.
Ensures that proper civil maintenance on emergency facilities is carried out according to schedules. Plans daily supervision of ongoing various maintenance/alteration/renovation works being carried out by contractors against tenders or term contracts/open call contracts, etc.
Reviews contractors quotation for petty works and recommends approval of rates. Checks contractor's invoices for payment and submits recommendations to Section Head for necessary action.
Provides professional engineering technical input, design and advisory function to projects and schemes of various sizes within administration division to other divisions/directorates as required and to external consultants.
Conducts meetings with consultants and suppliers to evaluate pre-design information/data for usage. Prepares design, specifications, scope of works, drawings, calculations and all necessary documentation for projects of various sizes. Issues tender documents, evaluates tenders, jointly certifies awards and subsequently manages projects.
Provides function of project management to projects of various sizes within general services division, coordinates such service/function with civil projects division and procurement services division and ensures economic usage of company funds.
